Navigate to Message Centre -- Texting or text-to-speech can be sent in a 'Message' or 'Broadcast' form:

SMS & Voice Message Rates include 1 SMS/Voice Message per unit per building per month. Additional messages/broadcasts will be billed at $0.05 each.
